Building Greener, Healthier Communities

INFRASTRUCTURE JUSTICE LA

Overview

Every year, Los Angeles invests billions in infrastructure to address our city’s water, housing, transportation, and climate issues. But too often, these investments happen in isolation.

Water projects are planned separately from parks. Housing is built without thinking about transportation or access to green space.

The result is a system that costs more but delivers less.

At the same time, the communities most impacted by pollution, climate change, and decades of disinvestment are often left out of the decision-making process.

Without a more integrated approach, we risk continuing to invest in systems that are inefficient, inequitable, and unprepared for a changing climate.

More than

$1 billion

is invested each year in LA County through major funding measures

The Challenge

Most infrastructure is built for a

single purpose

missing opportunities to deliver multiple benefits like water capture, cooling, and community space

Climate change is intensifying

heat, drought, extreme weather

putting even more strain on already fragmented systems

Solutions

Infrastructure Justice for LA is a coalition led by LA Waterkeeper that brings together community organizations, advocates, and technical experts to rethink how infrastructure gets planned and delivered across Los Angeles.

At its core, the goal is simple: make public investments work harder for communities.

When water, housing, parks, and transportation are designed together, they can create neighborhoods that are more resilient, more livable, and better prepared for a changing climate.

We also focus on how decisions get made. That means supporting meaningful community engagement, improving access to funding and technical support, and helping local organizations lead projects in their own neighborhoods.

By aligning investments, centering community voices, and advancing practical, sustainable solutions, Infrastructure Justice for LA is helping build a more coordinated, equitable, and climate-ready Los Angeles.
